My Spanish is pretty rusty, but the transcript of that part of the speech didn’t read to me like “now let’s everyone leave this sh*thole and head for the U.S.” more like “we’re going to stick up for migrants everywhere!” or some such vague crap.

Not a lot of foreign aid going to Mexico and what does go south is likely in-kind or products/services from American manufacturers.
About 6% of our annual oil imports come from Mexico; while we might be able to get that elsewhere it often takes time and a lot of money to change raw material sources at US refineries.
