The North Vietnamese complained about the use of FAEs on SAM sites.
A few years back, British "peace" groups complained about a new small thermobaric rocket or charge used to take out doors and rooms in urban conditions.
The reasoning?
It would most likely be used to take out islamics that practiced that kind of urban warfare hiding in rooms waiting to ambush troops.

My idea of a "vacuum bomb" would be dropping old TV picture tubes, which would implode when they hit and send shards of glass everywhere.
