He appointed Sessions, likely with the expectation of getting control of the DoJ and instituting big changes in focus.

While the Trump administration's lawyers admit in their motion to dismiss that Carter has in fact met with designated terrorists and terror groups, they are seeking to have the case tossed because it would be too expensive to adjudicate in court.
Expensive for who? Wouldnt Carters foundation bear the costs of this? Im not following why the Trump administration even has an opinion on this.

It would have to be the US govt to pursue the lawsuit because, supposedly, the Carter Center has broken US laws
But the Justice dept disagrees with Ms Segal and doesn't think any laws have been broken and Ms Segal knows the Justice Dept disagrees because she says: "Beyond our professional disagreement regarding these particular claims,"
This woman has a role and that is to try to create legal problems for people who say and do things that they don't like. And they really, really dislike what Carter has to say so they would like to shut him down or shut him up.
If you browse around you'll see that she goes after BDS groups.
Carter's NGO gets corporate, foundation, and private money. But it also gets US Aid money from the State Dept and they get development money from other nations also like Norway or Japan.
