I’m not stopping for nothing just so I can be beat to death by a mob.
Getting out of a relatively safe car, into that mob after bumping someone at a slow speed who had plenty of warning to get out of the street? No way.
I have no sympathy for the woman since it seems she is largely the blame for her being struck by the car in that situation, but i’m sure she will be compensated as a victim instead of ticketed for disobeying police officer orders, obstructing a police vehicle with flashing lights or other possible reasons of ticketing.

The old steam locomotives had “cow-catchers” mounted up front to plow farm and other wildlife off to the side of the tracks with as little harm as possible.
I think think there should be options on all emergency vehicles that such a thing can be extended out electrically with the push of a button.
At least the emergency services vehicle would have demonstrated every possible attempt to counter brazen stupidity and suicidal actions to avert legal binding.

The cowcatcher was meant to keep the critter from derailing or fouling the locomotive by pushing the animal to the side or up onto the catcher, rather than having it go under the engine. If the catcher also managed to keep the cow/horse/mule/hog (or wagon and driver) alive and intact, that was just icing on the cake.
The early cowcatchers were a bit more benign than the later "pilots," which more-or-less bludgeoned things out of the way.
They should mount Claymores all around emergency vehicles with a console for the driver to blow them as necessary. Like most animals, the Hutu and Tutsi will soon learn not to block the roadway....

Exactly correct. The officer driving the 2nd vehicle had no interest in being Reginald Denny’ed, and rightly so. Saying he should have stopped to render aid in that mob is absurd, and mob it was.
