The International Monetary Fund has urged Ukraine to end months of delay over the creation of an independent anti-corruption court seen as key to combating widespread graft in the country after a visit to Kiev last week.
In a statement on Monday, the Funds representative in Ukraine stressed that further progress on the court, natural gas pricing, and fiscal policy changes were necessary conditions to unlock more loans from a derailed $17.5bn assistance package. Nearly $9bn has been received by Ukraine from the IMF package so far, and future tranches are seen as key to boosting the countrys economy.
Goesta Ljungman, the IMF representative in the country, made clear on Monday that a draft law submitted to parliament by Ukrainian president Petro Poroshenko did not meet the Funds requirements and needed to be amended.
It was now important the authorities move expeditiously with parliamentary consideration of the draft law to set up the anti-corruption court while ensuring the necessary amendments are adopted to make the law consistent with IMF commitments and EU requirements, Mr Ljungman said. Further progress also needs to be made on other delayed measures . . . including in the energy sector and with regard to fiscal policy

Oh, and they’ll pass a law that meets IMF criteria, get the loan and ignore the law.
One year later nobody will be able to account for a single penny.
And there’ll be a new government in power, which came to power on an anti-corruption platform.
Nothing has changed in the four years the current regime has been in power, in fact the problem has gotten worse.
War profiteering is the latest Ukrainian racket...with exorbitant costs, bid rigging, shoddy products and phony invoices.
Most of the contracts are ‘won’ by companies controlled by friends of Poroshenko, many of whom are also in the government.
Any weapons or equipment the US sends to Ukraine will likely get lost or stolen and wind up on the black market or in the hands of neo-nazi militia.
Meanwhile the average Ukrainian, under the yoke of the IMF, falls further behind and the US taxpayer gets stuck with the bill...as predicted when the Western neo-liberals sprang their coup.
Ukrainians did learn their corruption from the Russians.
