By the time 18.5 million meals were due, Tribute had delivered only 50,000. And FEMA inspectors discovered a problem: The food had been packaged separately from the pouches used to heat them. FEMAs solicitation required self-heating meals.
Do not ship another meal. Your contract is terminated, the FEMA contracting officer emailed Brown on Oct. 19th. Four days later, on Oct. 23rd, the contract was officially terminated, just 20 days after it was signed.
They probably should have gone with someone else, but Im assuming they did not because this was the third hurricane after Hurricanes Harvey and Irma, Ms. Brown said. They were trying to fill the orders the best they could.
Did FEMA pay for 50,000 meals or 30,000,000 meals?

FEMA is just another Tony Soprano no-show job.
Therein lies a problem - many of these 8A companies can navigate the system but have no real operation to fulfill orders. I guess it would have been too easy to increase the order to whoever is providing MRE's today....

FEMA didn't pay for anything, we did. And I would bet they paid her the full amount and then wrote it off as a "mistake."
How much you want to bet it is a black woman owned business and was given special consideration?
