The article you cite states: “AND the 25billion trust fund ensures the wall will be built, and funds will not be taken away later.”
I have not seen any details about how this “trust fund” would work. I doubt that it would be impervious from a future Democrat-ruled House, Senate and White House that simply passes a new law eliminating the funding.
I expect Trump will be president for the next 7 years, and by then the wall should be built as long as Trump has the money to do so. At least the wall won’t be hostage at every budget extension.
