Why wouldn’t there be an all clear option, once a warning had been issued? One additional sentence would clear things up, on top of the cancellation language.
The same guy that put out the warning, could send that all clear to the exact same people.
Seems a rather obvious capability that should be figured in.
Did they only think all warnings would be sure-fire end of their world events? Must have...
