My guess: When Shumer was summoned to the WH last week, he was told he would be allowed to pretend to resist until today in order to look like he was really resisting. But he was told that on Monday, he needed to back off. Or else.
LOL. Shumer didn’t look too happy after that meeting with Trump. I wonder what was discussed?...:). Maybe gave him a peep of the memo.
