This issue could be solved real quickly. Just follow the law as it was intended. After they catch the illegal Alien then the next step is to arrest anyone who was harboring them. The effect of that would change things rather dramatically.

Perceptions matter. I doubt this sweep will pick up all that many criminals. It’s about making the criminals nervous and getting them to kick themselves out. All for the cost of a press release or email.

If they only picked up ten people total from three different localities, it would still send shock waves across the illegal alien community.

Then you announce them in other communities and only do raids at part of the places.

Attendance at work locations would plummet. Employers worried about fines and employees not showing, would make some changes.
