About 60% to 65% of US ambassadors are career diplomats. They are appointed by the President after being recommended by a State Department panel. When a new President is sworn in, all ambassadors must submit their letter of resignation. The incoming President then decides whether to retain the ambassador or appoint a new one. Generally, Presidents keep career officers on except in cases where the President has a political supporter who wants the job and is given it as a reward.

In the scheme of things, Trump has far better things to do than spend a lot of time contemplating who he needs to appoint as the next Ambassador to Panama.
