The referenced article overlooks the annual $100 billion that lawless Obama had unconstitutionally committed the USA to for the Paris Accord.
So these 15 states needs to put their state revenues where their global warming mouths are and cough up minimally roughly $2 billion each for Paris.
Major constitutional problems with USA involvement in the Paris Accord are as follows.
One problem is that the states have never expressly constitutionally delegated to the corrupt feds the specific power to regulate, tax and spend in the name of climate issues, a politically correct front-end for unconstitutional, vote-winning wealth redistribution imo.

From the accepted doctrine that the United States is a government of delegated powers, it follows that those not expressly granted, or reasonably to be implied from such as are conferred, are reserved to the states, or to the people. To forestall any suggestion to the contrary, the Tenth Amendment was adopted. The same proposition, otherwise stated, is that powers not granted are prohibited [emphasis added]. United States v. Butler, 1936.
Also, note that Justice Joseph Story had clarified that Congress cannot use the General Welfare Clause (GWC; 1.8.1) as an excuse to justify foreign aid.
If the tax be not proposed for the common defence, or general welfare, but for other objects, wholly extraneous, (as for instance, for propagating Mahometanism among the Turks, or giving aids and subsidies to a foreign nation, to build palaces for its kings, or erect monuments to its heroes,) it would be wholly indefensible upon constitutional principles [emphases added]. Justice Joseph Story, Commentaries on the Constitution 2
Patriots need to bear in mind that the corrupt Congress not only wrongly let Obama get away with unconstitutionally committing USA to the Paris Accord, but is now trying to get rid of Pres. Trump.
So patriots need to make sure that there are plenty of Trump-supporting patriots on the 2018 primary ballots and send these patriots to DC on election day.

I honestly believe a conservative state needs to declare the firearms control act of 1934, the gun control act of 1968, the firearm owners protection act of 1986, the Hughes amendment, and the Lautenburg amendment to be unconstitutional and immediately begin defying all laws associated with those acts. They need to do it and they need to do it now.

They are including Puerto Rico as a “state.” After yesterday’s hurricane, PR is just a flat piece of ground in the Caribbean. And it’s not a state in any case although the others probably wished that it were since, like them it’s government is FOS.
