Iran —(large sum of money)—> Russia —(more sophisticated rocket tech)—> N. Korea —(tech transfer)—> Iran.
China? Enabled N. Korea by allowing many parts and equipment for rocket and nuke production to flow into N. Korea. Even provided TEL(mobile launch vehicle.)
Russia probably juiced up NK R&D, allowing NK to be further along than China wanted. That does not exonerate NK. China is the one to set up N. Korea in the first place. Should have known they may not have 100% control. China is more guilty than Russia.
Several years ago the North Koreans were bragging publicly about their huge nuclear weapons and missile breakthroughs and Putin publicly told them to shut up.
Iran is a full partner in the North Korean WMD programs and has been right from the start. They have used the North Koreans as a secure nuclear and missile development and production job shop to bust sanctions.
BTW , the disastrous Obama Iran deal focused almost entirely on halting Iran's production of enriched, weapons grade uranium.
At the same time, the sudden advancement in Iranian/North Korean nuclear weapons technology essentially mooted the issue of enriched uranium because the more advanced weapons do not rely as much on hard to process weapons grade uranium and instead use other nuclear materials
So Obama essentially did nothing to slow Iran's acquisition nuclear weapons but instead provided Iran and NK huge sums of money that have funded the development and production of far more advanced and more easily miniaturized devices along with advanced intercontinental ballistic missile capabilities.
If you look at the time line history, the North Korean programs really took off after Obama released frozen assets to Iran.
