Every market has a supply side and a demand side. While Mexico is responsible for much of the supply side of the market -- the USA owns the demand side. That's a simple truth.

Most Mexicans don't want to live in a narco state. Tillerson is, in effect, explaining how The Wall will benefit Mexicans, as well as Americans -- at the expense of the narcos. Heck, he might even convince Mexico to pay for The Wall -- to protect Mexicans from American drug fiends. (Tongue only slightly in cheek.)
