Ohio city considers 'three strikes, you're out' policy on responding to overdoses

MIDDLETOWN, Ohio — A controversial proposal has been made in an Ohio city to deal with heroin overdoses.

Middletown is considering whether people with addiction should only be given two strikes before they’re out of chances at Narcan.

Middletown is struggling to deal with the heroin problem.

“We are faced with stress on our services, particularly the EMS services where we can do six to eight opioid overdose runs a day,” said Paul Lolli, fire chief of Middletown.

I've seen a fair number of young people over the years (under 18) who have presented with endocarditis, other infections, HIV, hepatitis, etc., from shooting up different drugs. Many of them were confused kids who ran away from home, and wound up with their life in shambles. A common theme was that they were recognized by, and preyed upon by people generally significantly older than them (for young girls, often and older guy who got them started shooting up).

I don't want to debate the mistakes and responsibilities of the under 18 yr-olds, but would just like to make the point that I think there should be severe penalties for anyone who contributes to the delinquency of under-age kids. This should also include those gang members that recruit underage kids. If a minor is found to be part of a gang, the gang leaders should be arrested for recruiting them.

If you go and look at numbers...each year, they increase on overdoses, then it’d only take a decade to bankrupt most of these smaller towns. Leave the guy or gal there, and just let them live or die upon ‘luck’. We lessen the overall population and improve society. Sorry, if I’m heartless, but I don’t see any remarkable contributions that this crowd are making to the landscape.

It might be more compassionate than the situation now. I feel great sympathy for those who were hooked on these poisons by doctors who are no more than pushers. I suspect that too easy access has caused the problem to spin out of control. So to a great degree, the medical and insurance industries own these problems, but we're going to pay.

That being said, the sad reality is that Narcan overall is only making the problem worse. Sure, it does save people individually when they're dying, and who wouldn't do that? But overall this approach is enabling very bad behavior by allowing the addict to rationalize their choices.

Overall, tough love will probably save more lives. So would charging pharmaceutical companies and doctors who prescribe opioids recklessly with homicide.

Just my random, conflicted thoughts.

Why make it so drawn out and put the productive at risk? Anyone mentally ill or on welfare too long, just put a bullet in their head and be done with it. Would save sooo much money!

Everyone likes to eat and talk big. But nobody likes to get their hands dirty and kill the chicken themselves...

I am a retired correctional officer. It didn’t take very long to figure out the age a particular inmate started doing drugs. Emotional maturation stops when drug use starts.

That would not be consistent with how God sees things.
How many times does He forgive us?
How many times does He say to ask him (knock)?
How many times are we to forgive others?
How many times does the Hippocratic oath get applied until it says don’t save the life?

I would rather be consistent with what God has set up in us. The forgive always pays the price (us in this case), He never said it wouldn’t seem unfair or a pain but that is why ALL of us are more valuable than sparrows even if they are too addicted or high to know that.

In the town where I live, the local hospital distributes Narcan free of charge. Every junkie, and every person who knows junkies, has easy access; no questions asked.

I know some local EMT’s who respond to overdoses (same people) regularly, and they all agree - these people should just die, and that sounds especially harsh coming from First Responders...

Life is not worth living for most of these poor souls anyway. Tragic.

Yes. Much better for patients with chronic pain to suffer than for doctors to prescribe opiates. Let those cancer patients spend their last days is agony. They're not going to live long anyway so why not let them suffer. Your statement isn't the dumbest I've seen in years of reading dumb posts on FR, but it's definitely in the top 10%

I suspect that the junkies always manage to find enough cash to buy their drugs, but funny they expect the taxpayers to treat their overdose problems for free. OD on drugs, your choice. If you survive OK if you die, please do it someplace where your remains aren’t going to inconvenience the rest of us.

Cincy, I agree with your comments 100%. However, Middletown is a depressed blue collar burg with a dwindling tax base.

Are the good people elected to run Middletown supposed to bankrupt the city exclusively for the purpose of saving heroin addicts? Where do they cut - services for the elderly? The fire department? Sanitation? Street maintenance? They don’t have enough money as it is. This situation is the result of some very tough decisions based on the reality of too little revenue and too many needs.

I’m not saying take away opioids for those in the extreme cases you describe. What’s happened is that pain killers are given out like candy and that’s a root cause of a lot of addiction. What’s dumb about saying that prescribing opioids should not be done except when it’s unavoidable?

Silly. People get emergency treatment. They may get incarcerated, not keep their kids, pay damages, but we don’t let them die.
