I have no issues with making up your own speed limit on the freeway. Through neighborhoods, you do the posted speed limit and no more. Period.
A few years ago, some punk in my neighborhood made a habit of driving very fast, like 50-70 mph through my residential street.
One day, I was taking my kids for a bike ride and this little idiot pulled up next to me at a stop sign. I leaned into the open window and looked straight at the kid and said “Young man, you will immediately stop driving through my neighborhood at high rates of speed. Is that understood?” He looked at me with fear in his eyes, then he looked over at the passenger seat which was currently occupied by a very angry mother.
Hah. He drove really carefully after that.
You have no expectation of privacy on a public street.

We live in a little town with no cops. The speed limit is 35 for cars and 25 for trucks. We have no cops at all at any time unless we phone a barracks and request aid.
It takes exactly 4 seconds at 60 miles an hour to get from the street curve where we can see the speeders to where they can T bone us. It is really scary to exit our driveways.
What can be done? Nothing. However, if anyone ever kills a kid or an elderly person or t-Bones one of us, I will take photos and testify to the murder of our townspeople by the speeders. Then I hope they hang or are jailed for years.
My dad would tell a story when he was a young father, he and the other dads would watch over the neighborhood and like all good neighborhoods - the parents knew what the kids were doing at all times.
They had a problem with a speeder. Warnings did no good. One late afternoon here comes that guy again. Going too fast down the block.
From out of nowhere came a galvanized trash can.

That fool hit that can so hard it flew 100 feet down the street. The speeder stopped. Glared at all the neighbors staring back at him. And went his way.
Dad said that problem never came up again.

Going 50-70 in your neighborhood with his mom in the car? Sounds like mom needed a “talking to” as well.
When I was learning to drive an older kid from my HS with a fast car hit and killed a young kid less than a mile from my house. They estimated he was going ~80 mph over a slight hill and was unable to see the kid on the bike just beyond the hill. My father took me there to show me the skid marks, to have that talk and to make the obvious impression.
The speed limit was 30 mph.

“Sure, but i certainly wouldn’t pretend to be a human radar detector who knows what speed they are going if they are traveling close to the speed limit- I also would not trust people who can claim anything they like- what if they have a grudge against someone and falsely accuses them of speeding without any radar proof of speeding? this does not bode well when you have unqualified citizens turning people in based on guestimates-”

In today’s world, that punk kid would give you the finger or pull a gun on you.
Some neighbor tried that in my Golf-Course Community. He’s no longer on this Earth.

If it caught on, the neighborhood jerk commie would melt the phone lines selling me out no matter if I was driving around or not.
Any citizen that would volunteer for this needs a good punch in the face.

I would describe people who drive through residential neighborhoods at 40-80mph as total assh*les who should have their licenses seized, but only after the neighbors beat them.
