Took 4 paragraphs before they mention her name.
The grant was handled by Carolyn Flowers, the acting chief of the Federal Transit Administration. Issue on Jan. 18

What pisses me off about these deals is, just as in a drug transaction it takes a buyer and a seller. People like her will always look to whore themselves out, but there has to be a market. Start charging companies to hire people who were former regulators like this and hit them with penalties and fines and many would start to think twice.

It’s become acceptable to be borderline corrupt. We need to change the culture so that governmental corruption, waste, graft, and bribery is tantamount to incest. Which it is - governmental fiscal incest.

“.give a grant and then go work at the place (Aecom) that got the grant...................”

Haul both Flowers and the company into court and charge them with bribery and collusion.

LA Times seems to be a bit behind. From San Jose Mercury News, Feb. 17:

In a major blow to a 15-year-long effort to modernize Caltrain, federal transit officials on Friday said they are withholding $647 million the agency was counting on this month to start work on a project to electrify the train line between San Francisco and San Jose.

The decision by the Federal Transit Administration comes just weeks after California’s Republicans in Congress asked the Trump administration to block the funds in an effort to halt one of California’s most controversial public works projects: high-speed rail.

In a letter Friday to the board that runs Caltrain, the FTA said it needed “additional time to complete review of this significant commitment of Federal resources,” and would make a final decision after President Donald Trump releases his budget for the 2018 fiscal year, which starts on Oct. 1.

On Friday, the federal transit agency said it had “deferred” a decision on the grant and said it would look at the matter in the next federal budget cycle. The decision may be an early sign of the Trump administration's view of the bullet train project. The line is already under construction and will need significant federal funding moving forward.

They've froze the funds. I suspect this will be one of many projects on Trump's chopping block.
