Donald Trumps protocol-breaking telephone call with Taiwans leader was an intentionally provocative move that establishes the incoming president as a break with the past, according to interviews with people involved in the planning.
The historic communication the first between leaders of the United States and Taiwan since 1979 was the product of months of quiet preparations and deliberations among Trumps advisers about a new strategy for engagement with Taiwan that began even before he became the Republican presidential nominee, according to people involved in or briefed on the talks.
The call also reflects the views of hard-line advisers urging Trump to take a tough opening line with China, said others familiar with the months of discussion about Taiwan and China.

I believe the article is correct. The call was planned and Trump announced it on Twitter for a reason. He’s always playing 4d chess and the libs are just too dumb to understand it.
It never made sense that the Taiwan President would cold call Trump Tower and say, may I speak with Donald?

I want to extend my congratulations to Ma Ying-jeou for his election as the new president of Taiwan. My congratulations extend to the people of Taiwan for their democratic achievements which have earned them the admiration of the entire international community. The people of Taiwan began direct competitive election of the president in 1996. Since then, the presidency has changed parties twice and voter turnout in this election was impressive, a clear indication of how robust this new democracy is. The friendship between the people of Taiwan and the United States has remained deep as democracy on Taiwan has strengthened.
I hope that under President-elect Ma's capable leadership, Taiwan's political institutions will thrive, and that ways can be found to appropriately expand Taiwan's contributions to the international community.
