Trump can then revoke the remainder of Obama’s executive actions at a more leisurely pace (during the first month or so).

It can be a major problem.
There will be lawsuits in Federal Court saying decisions to reverse the ban will damage the environment. The courts are more than likely going to agree that the environment will be safer with a complete ban.
This happened to Bush. Clinton issued executive orders resulting in massive increases in acreage in National Parks and Wildlife areas, and the courts would not let Bush reverse the decision even though it was just an executive order and not a law.
Trump may be able to reverse some the executive orders, but it’s going to take Congress passing laws to reverse a lot of them, and then you have Dems that will filibuster in the Senate.
