As I recall parts of Chicago were owned and operated by the Gangster Disciples 20 years ago. To the point they had GD politicians in office. I doubt that things have changed except to get worse. In a very real sense it is our fault. The phony war on drugs generates too much money to reverse the trend. If we were serious about actually winning this war we would come down hard on the corrupt politicians and police that enable the drug trade instead of harassing users which is all we actually do. Absent real measures to win we should give up and quit fighting it. Let the drugs flow. The price will plummet, the portion of our economy that is black plummets, the users get straight or OD. The dealers kill each other over dwindling market share and in ten years we will have won by not fighting. The corrupt politicians and police who made it all possible will have to turn elsewhere for their plunder.
And the Tribune is has everything it could to hamstring the police and make their job impossible.

Make it almost impossible for law abiding citizens to get firearms to defend themselves. Of those firearms limit the choice to prevent the citizens from obtaining the most effective ones (the dreaded semiautomaticassaultriflemachinegunsthatcanfire500roundsasecond), and while you're at it limit the amount of ammo they can have too (nobody needs more than 500 100 50 20 2 rounds). Increase taxes and spending. Increase regulations on small businesses. Pass a lot of zoning restrictions on things like the color of your house, the number of vehicles you can have on your property, make smoking illegal, and regulate the height of your lawn. Spend vast sums on pensions for government "workers" and create $400,000 a year sinecure "director of diversity" position for a senator's wife (all at the taxpayers' expense of course) Make sure the police spend most of their time checking things like tax stamps on cigarettes. This has the dual benefit of keeping the police out of harm's way and squeezing more taxes out of the populace
This will create a utopia (or at least the Democrat party version of one) crime will become nonexistent and unicorns and rainbows will pop out all over the city.
There’s still plenty of headroom for a higher count. Under Dinkins, NYC was pushing 2,000/year (yes it’s bigger, but even allowing for that, there’s room for more growth).
There are actually a lot of them, but the media doesn't want you to know that.
Ahhhh Chicago, the city were residents long for the good old days of Al Capone. Less dead, and those killed mostly deserved it.
