France will guarantee a 20-minute response of police and military anti-terrorism units to any future militant attacks, drawing on lessons learned from November's Islamic State shootings in Paris, its interior minister said on Tuesday.

The French have 'no go' zones run by Muslim militants where the police are not allowed .
The French don't even arm their police officers, nor do the British.
By the time the French get the alarm, arm their response team, and travel to the location, and formulate a response , many victims will already be killed.
This is ultimate fantasy , and denies reality.

What you should be doing is thanking us because we cut the time down from 20 minutes and ten seconds last year. That in and off itself was quite an accomplishment. The year before it had been 20 minutes and 45 seconds. Just a little longer an it will be only 18 more minutes. You're doing good. Hang in there... Police officials promise to get response time down to at least nineteen minutes and 55 seconds by next year.
Please vote for proposion "T" on the ballot, so that will be possible.

The British at least have “Armed Response Vehicles” in which a police officer armed with a handgun and MP5 submchine gun is on patrol 24/7. Several of these are on duty in the London metro area at any given time.
