AUSTIN, Texas - New details are emerging about a homeless 17-year-old who will be charged with murder in the death of a University of Texas dance major in the heart of the bustling campus, police say.
Meechaiel Criner wasn't believed to be a university student and hadn't been living in Austin long. Police Chief Art Acevedo said Friday that Criner could face additional charges in the slaying of 18-year-old Oregon native Haruka Weiser.

CBS News correspondent David Begnaud reported surveillance video showed the suspect following the victim, reaching into his back pocket and pulling out what was described in the arrest warrant as "a shiny rigid object."

The suspect's grandmother told CBS affiliate KSLA that Criner had been under psychiatric care since he was a child. She described him as a well-mannered kid until someone made him mad -- and then he'd snap.

I rejected the argument years ago that Death Penalty is unjust for the mentally or emotionally challenged.
What is unjust is that ignoring the 99% of the mentally and emotionally challenged whose family work diligently to provide care and supervision to those unfortunates, and most of all the victims who are promptly forgotten, most inhumanely, the innocent second, third, fourth... victims.

I’m not sure of that. Its a matter of what you do with a mentally disabled young person coming of age. The girls will have babies, many who are also mentally disabled. And the boys just hang out until they commit their special crime and are thrown behind bars. They are all going to jail. Its just a matter of when and how many people get hurt first.

What he said was that the ability of urban ghetto women to maintain a single, fatherless independent lifestyle via the birthing of multiple illegitimate children in order to qualify for and obtain a maximized amount welfare payments creates negative incentives that result in a dysfunctional, criminal and drug dominated ghetto culture that occasionally explodes out of the ghetto and into mainstream society, usually in the form of a gruesome and senseless act of violent or murder against a young woman. His comment is a bit more concise than my clarification and it captures the absurdity and gestalt of the situation better as well.
