Actually, quite a bargain when you consider the shot up gang banger is going to be patched up at tax payers expense, and his surgery/recovery bills are going to be much larger than a mere $1,300/month or $15,600/year.

It would be much better if they just shot each other dead - cremation is cheep... but most of them can't hit the broad side of a barn, so there are going to be wounded gang bangers in the hospital, taking up beds.

Yep sure is. Sort of like the DMZ north of Khe San. When I dispatched telco repairmen into the area they wanted police escort. No cop no dispatch. Consequently very few employers with potential info system repair needs. After sunset no dispatch period, cop or no cop. The repairmen flat refused to roll and the union backed them up.

They are once again rewarding bad behavior, so we can expect crime to escalate so that very few city dwellers have to work. Kind of like an extortion racket, and the criminals will still augment their incomes by committing crimes.
