Groups don’t merge because they are growing in membership.That's my take on it as well. The Lefties have a habit of "merging" when the gloss fades from their current anti-gun group du jur. Saves a lot of embarrassing questions as to why they failed - "we didn't fail, we merged with another group (who were also failing)".
That, or changing names as Handgun Control/Brady Campaign to Prevent Gun Violence has morphed. (Jim Brady who? We got Gabrielle Giffords now.)
