A deputy district attorney compared one of the men who escaped Friday from the Central Men's Jail to a movie villain and contended the Sheriff's Department was too lax in its handling of the suspect after it was warned about his violent past.

"He's diabolical," said prosecutor Heather Brown, who is handling the 2012 case against Hossein Nayeri on charges of kidnapping and torture.

"My first reaction was: Oh, my God, they let Hannibal Lecter out. He is sophisticated, incredibly violent and cunning."

Hossein Nayeri is Iranian..when he was charged the first time with killing someone he fled to Iran and wasn’t located for years. The other two were on an immigration “hold” whatever the heck that means, probably here illegally as well.

There are several types of CCW laws in the US:

• Unrestricted: No permit is required
• Shall-Issue: Permit is issued provided that applicant meets certain criteria.
• May-Issue: Permit is issued partially at the discretion of local authorities (this can lead to cronyism in the issuing of permits, of course).

California is a May-Issue state. I understand that the California CCW law has been challenged, and continues to be challenged, in courts.

The Orange County Sheriff's office has been accused of cronyism in issuing CCW permits for many years, regardless of who the sheriff has been.

When Sheriff Sandra Hutchens was appointed to that position she did not waste any time being a witch about renewing and issuing new CCW permits.

An example of how May Issue was used to disarm honest citizens and leave them defenseless.

When she was later elected to the office of sheriff one can say "only in the land of fruit & nuts".
