The problem with the first sentence in the OP is this imo. The Oval Office does not have the legislative power to make private citizens do anything.
More specifically, noting that Congress has the constitutional authority to stop lawless Obama dead in his tracks with respect to what Obama is effectively doing to the nuns, what is going on with Congress and Obama is the following.
Corrupt lawmakers are evidently more interested in protecting their voting records than helping the nuns. So they are letting lawless Obama steal legislative branch powers to do their dirty, unconstitutional legislative work for them regardless of the consequences for the nuns. By doing this they will be able to keep their voting records clean to help fool low-information citizens into reelecting them this year.
And what is even worse than letting Obama get away with exercising legislative branch powers is this. The states have never delegated to Congress, expressly via the Constitution, the specific power to regulate INTRAstate healthcare. So Congress is letting Obama get away with exercising powers that Congress does not even have.
What a mess ! :^(
So if patriots elect Trump, or whatever conservative they elect, they will also need to elect a new, state sovereignty-respecting Congress that will work within its constitutional Article I, Section 8-limited powers to support the president.
In fact, note that such a Congress will also probably be willing to fire state sovereignty-ignoring activist justices who likewise help to empower bad-apple presidents to do unconstitutional things.
