The writer is either too stupid to understand the numbers - or - knows the numbers and is attempting to conceal them. If they had the actual numbers, then present them. It kinda matters whether the numbers showing a 2% increase - or 22%.
This phrasing is like that used by solar power advocates or Obama's Labor Dept.
It feeds the idea that if we only got the wrong group of people out and the right group of people in, our problem would be solved.
But if they all collude on being the wrong group of people, that becomes only a recipe for chasing our own tails.
