Apparently too few people actually know what Trump says/said.
The threat will be good enough. Trump only has to make the threat, he doesn't care about the money because unlike some people, he knows the long term benefit for the country would be better than the tax.
Anyway Congress would be salivating over the money, Ford, Nabisco, etc. knows that. Because of his popularity he already has a huge influence over Congress.

The same way Obama has for 7 years.
The precedent that Obama has set is that unless someone or something is there to ACT to stop a president, he will be able to do what he pleases.
A piece of paper (the constitution) will no longer be sufficient to stop him.

- Chronic trade deficits (which we definitely have)
- Currency Manipulation (which everyone agrees China does)

An Executive Order that requires every vehicle brought in from Mexico be individually inspected for possible violation of regulations and potential use for smuggling.
They could be held at the border until the efficient staff of twelve inspectors could complete a four hundred point checklist of things to test on each one. When they hustle, the inspectors can inspect a dozen vehicles a day.
At that point, imposing a fee for those inspections renders the tax question moot, it's a fee for Federal service.
