I remember reading about one of those “enclaves” located near the Delaware River near or on the “Southern Tier” region of NYS.

Indeed it is.
The exceptions would be the larger cities to the west, i.e., Buffalo, Rochester, Rome, Syracuse and of course Ithaca. The balance of upstate is thick with gun-toting Conservative Patriots.
