It goes back to way before then. When Reagan wanted to send American planes in to discipline Qadaffi in the manner in which he was wanting to be disciplined, France and Spain refused the use of their airspace and also refused to let American planes refuel on their land.

France has no reason to expect any of its allies to support its military campaign in the Middle East. The country's political leadership is pushing this campaign against ISIS to mask their own malfeasance in governing the country.

1. The mastermind of last week's Paris attacks was a Belgian national.

2. Most of the attackers were French citizens, born and raised in France, and living on public assistance in the outskirts of Paris.

I'm not sure how these two facts would lead anyone to conclude that military strikes against ISIS in Syria would be an effective response.
