White House setting for Biden announcement with Obama means two things. Either he’s not running or he’s developed a health issue. Would be politically awkward if Biden announced run for presidency from Rose Garden.
What Biden will speak about has not leaked yet.

CNN says Obama will be with him and I see there is a rather large gathering there. I’ll be surprised with all those people there, he will say he isn’t going to run.
