North Korea reportedly rejected the idea of resuming talks to abandon its nuclear program on Saturday, but said it would welcome negotiations for a peace treaty with Washington. One would require the other so this is not a serious proposal from North Korea.

They are not stupid. They see Obama leaving and a real possibility of having to deal with Trump. They want to cash in with idiot Obama.

Seeing how Iran out maneuvered the U.S. on nuclear arms the North Koreans are naturally looking to kick a little sand in Obama’s face as well. The bullies are coming out of the woodwork.

Inasmuch as the North Korean signature on a document means nothing, their government is looking to manipulate the brainless Obama administration with phony ‘deals.’
