Somewhere I read/heard they were pretty much allowing people to come up with a figure on their own.
Trump may have said that. I don’t know how accurate it is, but then the candidates don’t always know all the details about entrance fees and the like.
Volunteers generally take care of that stuff.

I've only seen one set of presidential yard signs for 2016 in my recent travels in Massachusetts. They were Trump signs!
