Rubio has maintained all along that he supported legal status for illegal aliens. The only thing he back-tracked on was his supposed lack of understanding about how much distrust there was for Washington on this issue. Which actually speaks volumes about how uniformed, or dishonest he is. You would have to be living on Mars to not understand public sentiment after the fight during the Bush years.
There is a difference between legalization and a pathway to citizenship. Giving those who have broken our laws with impunity citizenship is wrong on so many levels.
Half of them will leave when some of the employers are fined and put in prison for treason, as well as everify being expanded.

Establish a high financial penalty for entering the country illegally. After all, criminal penalties are also supposed to discourage others from attempting the same crime. Also make them pay back all government assistance they received but were not entitled too. Make them pay back all of the hospitals they broke. Also prohibit them from sending money to Mexico until their fines are paid. If they want to stay, make it hurt. Once they have satisfied all of the penalties then they can go to the back of the line. Make the penalties stiff enough that those who want to be Americans would pay their debt, and those that are only enriching themselves would voluntarily leave.

I don’t know how many million illegals there are, but a place to start is with those who have broken other laws, then those who are on any form of public assistance.
By strict enforcement of e verify and steep fines for hiring illegals, and no welfare, many will self deport.
Not much of an incentive to make them go back south. This is now their home and they have relatives here to support them.

I had an elaborate and fair plan with about 9 or 10 things that would solve this problem. But then I realized the real solution is the following:
Secede from the US and start a country where laws and borders mean something.
