Walker Continues Lead in Iowa Caucus Poll, Rand Paul Slides
Free Beacon ^ | June 18, 2015 | Alana Goodman

Scott Walker continues to lead the field of Republican presidential candidates in Iowa, according to a poll of likely Republican Iowa caucus participants released on Thursday.

The poll, commissioned by the Iowa Renewable Fuels Association, also found a 5-point drop in support for Sen. Rand Paul compared to a similar survey by the Des Moines Register late last month.

Walker received 19 percent in the poll, followed by Ben Carson at 13 percent and Jeb Bush at 11 percent. Marco Rubio received 9 percent, followed by Rick Perry at 7 percent, Ted Cruz at 6 percent and Rand Paul at 5 percent.

Paul has been sliding in Iowa caucus polls since January, when he was in second place behind Walker at 14 percent. The latest IRFA poll has Paul in 7th place, tied with “Unsure.”

According to The Iowa Republican’s Craig Robinson, the timing indicates that the drop in support for Paul could be related to his recent comments on the Islamic State (IS, also known as ISIS or ISIL):

The IVR poll, produced similar results to the latest Iowa Poll conducted by the Des Moines Register, but it does show some movement in the middle of the pack. The biggest mover was Kentucky Senator Rand Paul who dropped five-points since the Register’s poll at the end of May. Paul’s drop may be a result of comments he made about Republicans being responsible for the creation of ISIS at the same time the poll was in the field.

The poll surveyed 1,235 likely Republican Iowa caucus participants between June 8 and June 10. It has a margin of error of plus or minus 2.8 percent.

The poll surveyed 1,235 likely Republican Iowa caucus participants between June 8 and June 10. It has a margin of error of plus or minus 2.8 percent.

"The Iowa Renewable Fuels Association (IRFA) recently commissioned Advantage, Inc. of Alexandria, Virginia to conduct an automated telephone survey of likely Republican caucus attendees. A sample of confirmed GOP voters was screened for likely participation in the upcoming Republican presidential caucus. N=1,235 interviews were successfully completed in Iowa. The margin of error for a random sample of this size is plus/minus 2.8% at a 95% confidence level. This information was gathered as interviewees responded via a telephone dial pad. Interviews were conducted June 8-10 throughout Iowa, the week after Senator Joni Ernst widely covered “Roast and Ride” event featuring many of the potential candidates.

It is also important to note that to the best of our knowledge, this is by far the largest sample of likely Republican caucus-goers in a public poll this year. The poll also allowed the voters to choose from all 16 commonly mentioned candidates and potential candidates vying for the presidential nomination of the Republican Party. Of other public polls, only the recent Des Moines Register “Iowa Poll” also included all 16 potential candidates.

While not all these candidates have announced their intention of seeking the office, all names were treated equally. After screening for likely caucus participation, interviewees were asked:

“Still thinking about the Republican caucuses — If the Republican Presidential caucuses were held today, and you had to make a choice, for which of the following candidates would you probably vote?” – (NAMES READ & RANDOMIZED)

Scott Walker 19%
Ben Carson 13%
Jeb Bush 11%
Marco Rubio 9%
Mike Huckabee 8%
Rick Perry 7%
Ted Cruz 6%
Rand Paul 5%
Chris Christie 3%
Carly Fiorina 3%
Rick Santorum 2%
Donald Trump 2%
Lindsay Graham 2%
Bobby Jindal 2%
John Kasich 2%
George Pataki 1%

Analysis assesses taxation of farmers

By Tom Kertscher on Friday, November 8th, 2013 at 8:05 p.m.

As a candidate in 2010, Scott Walker promised that as governor, he would conduct a “comprehensive review of all tax policy that impacts farmers” aimed at lightening the tax burden on them.

Walker signed a major tax-reduction bill inserted into his first budget by Republican lawmakers that directly addresses costs at agribusinesses. And his efforts to virtually freeze property tax collections statewide also have held down tax bills for farmers.

But when we last reviewed this promise, in July 2013, we rated it Stalled, as there had not been the review Walker spoke of.

Walker’s press secretary, Tom Evenson, has since provided us an analysis, done Sept. 18, 2013, by the state Department of Revenue. It provides a detailed overview of how property, excise, sales and income taxes affect farmers.

The paper concludes by saying:

“The Wisconsin Legislature has exempted nearly all tax liability related to individual income, sales/use tax, and excise tax for farm-related income and farming activities.

“While the Legislature may find the need to adjust the definition of farming to account for the expansion and modernization of the profession, and likewise identify additional items deserving of a farm-related tax exemption, a significant pool of taxable property related to farming” is not evident.

“Similarly, while the individual income tax rate reductions in 2013 Wisconsin Act 20 and the phase-in of the Manufacturing and Agriculture Credit will have powerful impacts to more than offset the expiring farm-related income tax credits, a small amount of individual income tax liability will continue to exist related to farm income. Use-value and agricultural forest assessment reduce the property tax liability of farmers considerably. However, neither is an exemption, which means that farmers will continue to pay property taxes.

“The Legislature has the constitutional ability to affect the standards used to assess agricultural property.”

We rate this a Promise Kept.

“Researchers and supporters of a program that helps farmers run cleaner and more efficient operations say they were “stunned” and “blindsided” by Gov. Scott Walker’s proposal to cut a third of the project’s funding.

Discovery Farms, a UW-Extension program that dates to 2001, applies science from a “plows-on” level, evaluates and monitors efforts by state farmers to control runoff, calibrate fertilizer use and employ techniques to conserve land and water.

It has a $750,000 budget, of which $248,000 would be cut in the governor’s proposed state budget.

UW-Extension officials noted the loss affects longstanding projects and the ability of the small program to leverage crucial additional grants and funds.

“We would have a 1.2-employee reduction of staff and we would pull back some of our sampling efforts, water quality analysis and a project (set) for Rock County,” said Amber Radatz, project co-director.

The project’s programs include monitoring 20 state farms and educating thousands of farmers on conservation strategies.

“This was a big surprise to our agency partners as well as our partners in farm groups and in UW-Extension,” she said. “We never had an inkling.”

The $248,000 comes from a surcharge on farm chemical sales that would be discontinued........

Many in the Iowa Caucus are very perceptive then, and focusing more on records than speech.

LOL! Typical of a denier. If this was the only poll that showed that result, I would agree with you, but it isn't. This is consistent with other polls. At some point, reality needs to intrude. I know you are excited about Cruz and I'm happy for that, but be a bit mature about the whole thing.

Instead of going off like a teenager in a circle jerk, be thoughtful. I'm sure you were one of the many Alan Keyes supporters on this site that never believed the polls and look where he is now.

So, pull out a map and you will see that Wisconsin borders Iowa and in the area of Iowa that shares a media market with Wisconsin, Walker's support rises to one third of all Republicans. It makes sense and is logical as those people have seen Walker in the news on a regular basis for years. They are familiar with him. Walker was also born in Iowa, which can't hurt.

And as voters have noted, Walker comes across as warm and Cruz is a bit less than that. People like warm and in a superficial culture, being warm wins votes.

Now, you could have done what I did, but no. Instead you post a crude, knee jerk response to a poll conducted in June 2015. The campaign hasn't really started. The candidates are still organizing. Congress recesses for the month of August and the candidates will spend much time in the early states campaigning, amongst other activities. Wait until the fall before you go insane.

I always get a kick out of yahoos who endorse any poll they agree with, but if there is a poll they don't agree with, they denounce it violently even though many of these people are low information folks. Someone like you. Your handle is perfect for you.

Sorry I didn’t mean to sound critical.

I’m more focused on Donald Trump, you are more focused on another candidate.

My point was, this poll doesn’t reflect on everything which has happened to the field in the last week, once again I’m sorry if it sounded critical.

I didn’t (intend anyway) to be that way.

Sorry.

Well it is, then again it’s not.

Again I think I got carried away.

That may happen again sometime in the future (we’ve got a long election cycle ahead of us) and I might not realize it at the time, so I’d just like to go on record now that I’m really sorry if and when I get carried away like this.

Thanks for being such a good sport. :D

BULL.... any that would be for Walker would be for Cruz as well.. closely.. to some extent..

Besides Dave W's points, there is a portion of the Republican caucus populace taht just do not want a Senator. They want a Governor. So, they would support Walker first, but Jindal or even Jeb Bush or George Pataki before Ted Cruz.

I don't like it, as Ted Cruz was an accomplished Solicitor General before he was a Senator, and he is much more than just a Senator, but that's reality.
