If this a study out of california, then the strain is being caused by all of the illegals who work under the table, or use counterfeit info, and then collect welfare on top of that, at the encouragement of the state government and CofC cronies.
It’s how unscrupulous businesses get cheap subsidized labor, and bleed the taxpayers dry at the same time.

2) Legitimate studies do not make categorical claims, they merely present findings. Moreover, what the hell is a 'strain' in economics? Isn't the first dollar spent on welfare a strain on those who must cough up to support others? Exactly what would an unstrained welfare state look like?
More likely, it's the writer's opinion, especially because he believes the study agrees with his agenda.
3) A working adult. That's 'A' as in one. Uno. What are the chances that it's a female? What are the chances that she is a sainted Single Mother? What are the chances that while she is Poor While Working and Working While Poor that her offspring (almost certainly more than one) are unsupervised and probably turning into more of the same feral punks that blight our society? What are the chances there is no father in the picture? While we laud them for not straining the welfare state, are their kids straining the legal system especially the young offenders portion of it?
Now that the Dems have had their little tantrum about contraception, is there any chance they might tell their voter base how to use it?

That’s what the hamburger flippers who are out picketing for $15/hr. today are saying. You the taxpayer are getting stuck with these costs because McDonalds is too cheap to pay their people.
Sadly I expect the majority of low-info voters to buy this line. They would not be putting it out there had it not been focus-group approved.
There is no study that comes out of Berkeley that I would believe or just accept. That bastion of liberalism is about as unacademic as is possible and any study most likely starts off with the end result wanted and “facts” are then found to support that result.
And making a killing under the table. All their overhead is subsidized by you and me.... that is if you work and pay taxes.
Just think... no health insurance, no house payment or rent, no house insurance, no light bill, no child care, no groceries, no nothing to pay for essentials and a whole bunch of things that aren’t so essential.
