Department spokeswoman Jen Psaki said in Washington there is no doubt who was behind the attack, and who is guilty of violating the terms of the ceasefire.
Jen Psaki, a spokesman for the US State department:
"We have no doubt who breaks the agreement and who is to blame. Chairman of the so-called "People's Republic Donetsk "January 24 said, "a few days we surrounded Debaltseve. "During the last week separatists shelled the city many times, and there were dozens of civilians dead and wounded."
"In addition, because of the shelling Ukrainian government and non-governmental organizations can not organize a large-scale evacuation" said Psaki.
"There is no doubt as to what role Russia plays in an escalation of the conflict. It brings suffering and death to those who they are supposedly protecting," said a spokesman for the State Department.
"Time and again, #Putin has extended an olive branch in one hand, while passing out Grad missiles & tanks with the other." #Ukraine
