He will be charged with violating Brown's civil rights even though they know they will lose.

the other procedures may be “better” and if so may have protected the police officer from the many false charges that will be leveled at him just because of the procedures and regardless of the evidence

The real question is if any of those things could possibly rewrite the scene. I do not see how.
I do think they likely did not think right away “crime scene.” But the gun was turned over. Blood on the hands didn’t really tell any part of the story.
What the story is missing is any of the big long list of things that tell exactly the story Wilson told. The author is not seeking truth.
