New Orleans mayor: Do-over in bungled rape cases
Mayor Mitch Landrieu said Tuesday that a special team of police officers would reopen
hundreds of mishandled cases uncovered by a city inspector general's audit that
was released last week. The report charged five detectives failed to do substantial
investigation of more than 1,000 sex crimes and child abuse cases.

For rape victims, hurt and anger in dealing with New Orleans police
A new report by the city's inspector general singled out five detectives, outlining findings
that suggest over the course of three years they largely ignored hundreds of reports of rape
and child abuse. The inquiry focused on
those detectives' cases from 2011 through 2013.

The report:
PIB identified 1,290 sex crime related calls for service that were assigned to
the five detectives. Of the 1,290 Item Numbers, only 179 (14%) contained supplemental
reports documenting any additional investigative efforts beyond the initial report;
these 179 supplemental reports were the total written investigative product of the
five detectives for sex crime related calls for service for three years.

Reopening badly-investigated cases involving heinous crimes, giving the remit to more competent investigators, is a splendid idea, so long as “do-over” doesn’t entail violating the Constitutional protection against double-jeopardy or a retroactive revision of a statute of limitations that arguabely would violate the Constitutional prohibition on ex post facto laws.
Affirmative Action Police force. The low expectation of job performance based on skin color.

I hope for the sake of the alledged victims this isn’t political in nature. This needs
to be gotten to the bottom of and those that let crimes go without resolution need to be
dealt with within the law. JMO
