U.S. to give $3 billion to international climate fund

WASHINGTON -- President Barack Obama soon will announce that the United States will contribute $3 billion to a new international fund intended to help the world's poorest countries address the effects of climate change, according to a senior administration official.

Obama is expected to make the announcement at a summit meeting of the Group of 20 industrial powers this weekend in Brisbane, Australia, on the heels of his landmark announcement this week that the United States and China will jointly commit to curbing greenhouse gas emissions over the next decade.

The two announcements, both unveiled at prominent global meetings with world leaders, highlight Obama's intention to use the last two years of his administration to push forward on climate change policy, which he sees as a cornerstone of his legacy.

Obama aims to be the lead broker of an international climate change accord, to be signed in Paris next year, that would commit all the world's major economies to significantly cutting their emissions of planet-warming carbon pollution from burning coal and oil.

I still want his excellency to point out exactly from where this “fund” was appropriated. I don’t recall any law giving him those funds to do this. If he is taking it from one ear mark and moving it to another it is an anti deficieny violation.

obama bucks from the obama stash. I guess it was left over after the big cell phone buy.

Guess you didn’t get a call either about using your (and mine) tax dollars to support a ghost. Might as well have given the money to the guys lookin’ for sasquatch. (Hint: she’s livin’ in the white house)

Good question. The article doesn't help much: "It is not clear whether Obama's $3 billion pledge will come from existing sources of funding, or whether he will have to ask Congress to appropriate the money. Since 2010, the Obama administration has spent about $2.5 billion to help poor countries adapt to climate change and develop clean sources of energy, but Republicans are certain to push back against additional funding requests linked to climate change and foreign aid."

Are we really at the point where NO ONE IN THE MEDIA asks how a president can authorize $3B for ANYTHING without also asking how he plans to get Congress to support it?

This is clearly an attempt by Obama to prop up third-world dictators. There’s no mention about how spending of any of this money will mitigate the effects of climate change or even what those effects will be. I figure it will officially be spent on things such as flood control for coastlines or biofuels, but actually will be spent on gold-plated HK .45s and shopping trips to Paris and Milan.
This announcement matches the agreement with China on trade and carbon emmissions for emptiness.
