Good question. The article doesn't help much: "It is not clear whether Obama's $3 billion pledge will come from existing sources of funding, or whether he will have to ask Congress to appropriate the money. Since 2010, the Obama administration has spent about $2.5 billion to help poor countries adapt to climate change and develop clean sources of energy, but Republicans are certain to push back against additional funding requests linked to climate change and foreign aid."

Congress should send up a bill with authorization for his whatever and equal offsetting cuts for PBS, Planned Parenthood, etc. Make the choice stark.

What/where is this ‘push back’ of note? It def. won’t be from the ‘leaders’ of the (R) party.
Of course, I cannot remember when the last time the question of ‘by what authority’ or ‘where will $X come from’ was uttered by the MSM...
I mean, even if the (R) opened up with that question, it means a Costo sized can of worms get opened; and D.C. might actually have to start answering some questions/doing its job.
