how about the cop that was sleeping on the job get reprimanded? and the cop who posed with him (and likely posted it online)?

IMHO, when citizen sends email to mayor, mayor forwards police, they should just tell their guys to get their act together.
Certainly police should not open an investigation of the citizen. Bigtime overreach reaction, IMHO.
