One can never start too young to impress the virtue of obedient silence on the cringing children.
They’ll learn...
Do the whistle-blowers go around with a ruler to make sure the one-inch rule is being followed? What are the consequences for the child who yawns or accidentally opens his/her mouth 1.25” during lunch? If a child is choking, will the one who yells for help, get in trouble for not whispering?
I agree, if they cannot chat then all of their concerns stay with them.
When I was dealing with schools, every complaint I had was mine alone, “nobody has ever mentioned this before”, but when we all got together and could compare notes, it was obvious that we had ALL complained about the same thing and were ALL told that we were alone.
So now they start with the little kids.
Communications, free communications, is going to be the key in fighting this.
If I recall lunch policy in total, we had to march to lunch in an alphabetically set line. We were given lunch cards with regular, reduced, or free. You could pay to have money added to the account or pay as needed. Each grade had assigned areas but seating was open. When you were done you could stay inside and talk or go outside after a certain time. Re-entry back to the cafeteria was not allowed.
At a certain time lunch and recess would end and you had to be in line in alphabetical order to go back in to class.

That’s nothing. Some kid in my brothers 2nd grade class spilled some milk. The child abuser nun made him lick it off the floor.
Years later I heard that this evil subhuman ended up in jail. She ran roughshod over the entire school.
In USMC Boot Camp (1966), we weren't allowed to talk amongst ourselves in the messhall until close to graduation, when things got loosened up a bit.

In Catholic school in the 1950’s we were not allowed to talk during lunch. Enforcer nuns glided silently throughout the cafeteria looking for miscreants. They were not to be messed with.
I was a teacher’s aide and the lunch time was ear-piercing. To get the kids to talk instead of scream, we gave out prizes once a week to the best table class. Took a while but they did realize they could talk and still be heard.
Why should they be allowed to screech indoors? Kids can learn discipline and know when it is ok to play. So many here talk about the good old days. I doubt anyone from the 60’s remembers screaming and carrying on in the cafeteria.
I dunno... kinda reminds me of the Catholic school I went to in the early sixties. Boy, old Sister Mary Immaculate could hear a peep from fifty yards out whether you were in class or at mass and ‘’POW’’, it was either a hand slap or that four foot pointer of hers got you!

Reminds me of the Catholic school I went to, where the nuns and lunch ladies COULD NOT get us to quiet down.

You have the age wrong. 12-year olds are middle school level, approximately 7th grade.
That being said, it is stupid to do this. Kids need to talk and they need some unstructured time. Sheesh! I would not want to try to enforce this rule for any grade level.
loud talking, you spend a night in the box...
20 minute for lunch? 20 minutes to chew whole grain cardboard salt less pasta and to drink skim milk?
How can you have any pudding when you won’t eat your meat?
