We had silent lunches when I was in elementary school too. We would inhale our lunches so we could go outside and play/talk.
Just more of the Compliance Indoctrination that will be required if these children are to be Camp Guards and Death Facilitators.

Humans are social animals, we talk to each other over meals because we can.
They dont want the kids talking amongst themselves about how much the school lunch sucks.
Got to train those little tykes to obey the state. Train them to believe that the state can take away their right to talk and thereby, their freedom of speech.
HA HA HA!!! I had to do this but I was in Catholic School!! I vividly remember Sister Marie Christine. She had a bell and would walk around the lunch room. If she caught you talking she would ring the bell, point at you, and you had to stand up to eat. If she caught you again, you had to eat your lunch in the corner!! WOW, guess those were the good old days!!
My school back in the 80s installed a “stoplight” rigged to a decibel meter. If it got too loud it went to yellow then red. When it hit red, it beeped. If it beeped 3 times during lunch, recess was canceled. When it hit yellow, most kids would instantly shut up which reset it back to green.
I know of a school where each class’s kids have to line up in height order and be perfectly silent as they walk to the lunchroom. If anyone peeps, they stop and don’t go to lunch until everyone is perfectly quiet again.
I don’t recall such irrational regimentation back in the ‘70s.
