No. Roberts is not a RINO.
However the best that can be hoped for from his opponent, Orman, is that he’ll turn out to be neutral.
He really shouldn't be. He votes reliably conservatively on the whole. The problem with Roberts is that he's also part of the "establishment" wing and is kind of the poster boy for "in Washington too long and out of touch with his state".
