I don't think he's touching the boot, the hazmat guy is holding down the plastic while the other guy cuts the plastic. Regarding your comment on whether this was done for show or they're just stupid...I'd say both.

because they are LYING? they don’t want people to panic, so they are lying.They send in hazmat teams to clean an apartment, wrap a car in plastic and post armed guards outside an apartment to keep people who might have been exposed from leaving...We see all that and they expect us to believe there is no risk of transmission?!
