Health officials clam up about effort to contain Ebola in Texas

Health officials are refusing to answer growing questions about their response to the first Ebola case in the United States.

Under intense questioning from reporters, officials with the Centers for Disease Control and Prevention (CDC), the Texas health department and the City of Dallas repeatedly declined Thursday to provide details about the steps being taken to prevent an outbreak.

Texas Health Commissioner David Lakey, who participated in one press call Thursday, would not identify or describe the four individuals who have been quarantined due to possible exposure to Ebola. They were later referred to as "family members" at a separate press conference. Officials confirmed that roughly 100 people are being questioned about possible exposure to the virus. Only a "handful" likely could have caught it, and no one but the patient is showing symptoms, they said.

Neither would Lakey explain why the quarantine order was necessary, saying only that it brings "confidence" that key medical monitoring will take place. Another official said later that the four individuals sought to leave home, but would not provide more detail.

He also declined to answer questions about the hospital communication error that allowed the Ebola patient, identified by media outlets as Thomas Eric Duncan, to return home Friday after seeking treatment.



"Unfortunately, connections weren't made related to travel history and symptoms," Lakey said. 

"I don't have that final analysis right now. … We're still investigating how the information fell through the cracks," he said.

While health officials have vowed transparency as they deal with the Ebola patient, they are also charged with maintaining calm and say they are leery of spreading misinformation.

"We will give you all the valid information we have as soon as we have it," said CDC Director Tom Frieden. 



But limiting disclosure can undermine agencies' credibility when information spills out on its own. 



Neither Texas nor the CDC has confirmed Duncan's identity or his flight path through Brussels and Washington, for example. 

The Liberian government revealed the patient's name on Wednesday, while United Airlines confirmed his presence on one of its flights.

Frieden acknowledged Thursday that Ebola would pose a risk to the United States until the epidemic stops in West Africa.

"The plain truth is that we can't make the risk zero until the outbreak is controlled," he said. 

"What we can do is minimize that risk … by working to ensure that there are no more individuals that will be exposed [here]."



Frieden also said that, in theory, a sneeze or cough could spread the virus from someone experiencing Ebola symptoms. 

Officials had previously downplayed this possibility, focusing on direct contact with bodily fluids. 



"There are certainly theoretical situations where someone sneezes … and you touch your eyes or mouth or nose," and catch the virus from any transmitted particles, he said. 

“[But] realistically you can say what may be theoretically possible as opposed to what actually happens in the real world," he added. 



Texas health officials faced their own barrage of questions at a Thursday afternoon press conference.



Reporters asked: How many of Duncan's younger contacts were in school this week? Why weren't the four individuals quarantined in a medical facility? Why weren't soiled linens that likely carry the virus immediately removed? 



The event became increasingly confrontational.



Dallas Mayor Mike Rawlings scolded journalists for being "part of the problem" while calling the response to the case "at best, disorganized."



"It is, at best, disorganized out there and we have some members of the press that are creating a bit more of that," he said. "We need everybody to be professional."



Journalists complained about the lack of information as officials left. 

"Is this transparency?" asked one reporter. "You bring us all here and then only take six or seven questions? … I have a job to do."

It’s quite clear that they have controlled it at all and have no intention of controlling it at all.

Neither does our government.

Where are the masters of “we have to make sure this never happens again”?

What measure have been implemented to make sure this never happens again?

Nothing.

Because we still do not know exactly how people are infected with Ebola, few primary prevention measures have been established and no vaccine exists. When cases of the disease do appear, risk of transmission is increased within healthcare settings. Therefore, healthcare workers must be able to recognize a case of Ebola and be ready to use practical viral hemorrhagic fever isolation precautions or barrier nursing techniques. They should also have the capability to request diagnostic tests or prepare samples for shipping and testing elsewhere.

Why did the CDC edit all of that information out? Did the science change, or did the government make the edit for some other reason(s)?

There is no FDA-approved vaccine available for Ebola.

If you travel to or are in an area affected by an Ebola outbreak, make sure to do the following: •

Practice careful hygiene. Avoid contact with blood and body fluids. •

Do not handle items that may have come in contact with an infected person’s blood or body fluids. •

Avoid funeral or burial rituals that require handling the body of someone who has died from Ebola. •

Avoid contact with bats and nonhuman primates or blood, fluids, and raw meat prepared from these animals. •

Avoid hospitals where Ebola patients are being treated. The U.S. embassy or consulate is often able to provide advice on facilities. •

After you return, monitor your health for 21 days and seek medical care immediately if you develop symptoms of Ebola(http://www.cdc.gov/vhf/ebola/symptoms/index.html).

Healthcare workers who may be exposed to people with Ebola should follow these steps: •

Wear protective clothing, including masks, gloves, gowns, and eye protection. •

Isolate patients with Ebola from other patients. •

direct contact with the bodies of people who have died from Ebola. •

The virus can enter the body through broken skin or unprotected mucous membranes in, for example, the eyes, nose, or mouth.

From Pigs to Monkeys, Ebola Goes Airborne

Ebola has a 21 days incubation period before the infested person show symptoms. The CDC maintains that a person infested with Ebola cannot transmit it until they show symptoms of the disease. How can they assure that the person cannot infest another person after 10, 15, or 19 days of being infested by the virus while still not showing symptoms of the virus? The CDC falsely assure the American people that it cannot be transmitted by air although studies in Canada seems to prove otherwise.

When news broke that the Ebola virus had resurfaced in Uganda, investigators in Canada were making headlines of their own with research indicating the deadly virus may spread between species, through the air. The team, comprised of researchers from the National Centre for Foreign Animal Disease, the University of Manitoba, and the Public Health Agency of Canada, observed transmission of Ebola from pigs to monkeys.

They first inoculated a number of piglets with the Zaire strain of the Ebola virus. Ebola-Zaire is the deadliest strain, with mortality rates up to 90 percent. The piglets were then placed in a room with four cynomolgus macaques, a species of monkey commonly used in laboratories. The animals were separated by wire cages to prevent direct contact between the species. Within a few days, the inoculated piglets showed clinical signs of infection indicative of Ebola infection.

In pigs, Ebola generally causes respiratory illness and increased temperature. Nine days after infection, all piglets appeared to have recovered from the disease. Within eight days of exposure, two of the four monkeys showed signs of Ebola infection. Four days later, the remaining two monkeys were sick too. It is possible that the first two monkeys infected the other two, but transmission between non-human primates has never before been observed in a lab setting.

While the study provided evidence that transmission of Ebola between species is possible, researchers still cannot say for certain how that transmission actually occurred. There are three likely candidates for the route of transmission: airborne, droplet, or fomites.

Airborne and droplet transmission both technically travel through the air to infect others; the difference lies in the size of the infective particles. Smaller droplets persist in the air longer and are able to travel farther- these droplets are truly “airborne.” Larger droplets can neither travel as far nor persist for very long.

What do these findings mean? First and foremost, Ebola is not suddenly an airborne disease.

Call me old school; but one would think, in the interest of safety, the less you know about one of the worlds deadliest diseases, the more precautions you would take.

Police officers on Thursday took up posts outside the family’s Dallas apartment to ensure compliance with an official order to stay, County Judge Clay Jenkins said in an afternoon news conference.

“They were non-compliant with requests to stay home,” said Jenkins, who did not elaborate.

The partner of Ebola patient Thomas Duncan is quarantined in her Dallas apartment where Duncan became sick with the virus after his trip to Liberia, the woman told CNN’s Anderson Cooper.

The woman, who asked to be identified only by her first name, Louise, is quarantined with one of her children under 13 and two nephews in their 20s because they were in apartment when Duncan became ill, Cooper said.

Back in the responsible times before obastard one of my people was on a flight back from West Africa. A person on that flight turned up with TB. I was amazed and comforted by how fast CDC responded and what they did. It was nothing like this horrible “response”.

In no time at all they not only contacted the persons within a specific seating radius of the TB carrier they went and got them for testing and then they canvassed anyone who had contact with them. It took only a couple of days. Each person was informed of his rights, the test results and the risks in progressive order of exposure.

If I responded to a well emergency the way these people are responding to this much more serious potential incident I WOULD EXPECT TO BE CHARGED AND JAILED ON JUST ABOUT ANY CHARGES THEY COULD FIND. What CDC and the authorities in this emergency are doing is stupid and irresponsible.

Those of us who have been trained in emergency response are first taught to respond with as many resources as we can muster and only after we have been able to establish control should we demobilize resources prudently.

Serious Potential Incident is the operative definition to use.
