The problem with that is that we do not have a penal colony large enough to accommodate all of them!Are you kidding? There is plenty of room between Barrow, Alaska and Prudhoe Bay to punk down a big prison. Surround it with ice berms and hunt down escapees with armed drones and AH-1Z Vipers.

Any others come to mind? Personally, I vote for catch and release, one at a time, in a TV show to be titled "No place like Nome in December!" Of course, you'd have to use night-optics and IR (at least for a while) but the challenge would be EPIC!
Just one thought, would bikinis be too much, for all genders I mean?

Reopen Alcatraz with no amenities, arrest the high criminal players, lock up, blow all pier and support areas, leave. Put up anti sub nets, mines, coastal AA around the bay, and a few dozen buried bunker buster in case of any mass personnel problems. No parole.
