The problem with that is that we do not have a penal colony large enough to accommodate all of them!Are you kidding? There is plenty of room between Barrow, Alaska and Prudhoe Bay to punk down a big prison. Surround it with ice berms and hunt down escapees with armed drones and AH-1Z Vipers.
