They are referring to the widely read and sited Libertarian Moment article in the New York Times Magazine of last week.
By no means a libertarian puff piece, it simply reports on the new found prominence of libertarianism generally.
We argued that there actually was no moment, but an emergence of a political philosophy which simply works better in the 21st Century than the top down command and control methods of the 20th Century, the century which brought us Fascism, Communism, the War on Drugs, and the Military Industrial Complex.
But surprise surprise the big government pundits on both the Right (David Axis of Evil Frum) and Left (Paul I just got chased out of Princeton Krugman) took exception to the idea that the country is increasingly open to a legitimately small government philosophy.
I mean its not like these 2 guys have ever been wrong before.
Really what they were taking exception to is libertarianism getting some ink in the New York Times, a legitimate news source. Both Frum and Krugman have fought long and hard to keep libertarianism relegated to the political margins because they know it makes sense to people. People THEY dont like.

I agree. He looks like a weasel to me too.
And if Krugman said the sky was blue, I wouldn’t believe him.
Weasels serve a purpose in the natural world. Krugmans do not.
Technically, Eisenhower’s “Military Industrial Complex” has grown to become the “Military Industrial Police Intelligence Complex”, which I suppose in the shorthand could be referred to as MIPIC.
Krugram has ordered a 2X IQ boost which should arrive within the next week.
If successful, these new meds should raise his intellect to almost the normal level.
Modern liberals (like Mr. Krugman) aren't very liberal about very much.

There’s no “military industrial complex.” Most of the “industrials” are only American “based” and operating on foreign soil to enrich anti-American nations. What we’re really seeing is a regulator police state complex running down on recirculating debt.
Once upon a time, long ago and in a universe far away (Canada), David Frum was regarded as something not so far from a libertarian himself.
As loathsome as Frum is, he may actually have something to tell the author about the (im)practicality or (im)possibility of the libertarian vision in today's world.
Liberianism presupposes a society of wisdom and virtue. Since we live in a society hooked on freebies, Krum can sadly sleep soundly tonight.
Anything Paul Krugman says should be considered presumptively false unless and until he can prove it true.

Also according to Merriam Webster dictionary online the ferret is descended from the European polecat
and we know what polecat is, don't we? LOL
